Dog licences
All dogs over 16 weeks of age within Haldimand County are required to be licensed (please note that pit bulls are prohibition). Dog Licences are valid from January 1st to December 31st of any year. Licences are available by November 1st. You can apply and pay for your dog license online through the Welland & District Humane Society or in person at a number of locations County-wide.
Kennel licences
“Kennel” includes a purebred kennel and Commercial Kennel and shall mean the premises of such an establishment in which more than two (2) dogs over sixteen (16) weeks of age are boarded, bred, kept or trained, but does not include:
- A veterinary clinic or veterinary hospital;
- A public pound or animal shelter used by the County for Impounding animals;
- Any premises licensed under any statute of the Province of Ontario the Government of Canada, which permits the keeping of dogs and other animals under certain conditions;
- A pet shop.

You can apply for building permits, check the status of applications, pay fees, and request inspections through our online portal (CityView).
Under the Ontario Building Code Act, you MUST obtain a building permit to construct, demolish, renovate, alter, install or change the use of a building. Construction may not begin until a building permit has been issued!
Planning Applications are required for many development proposals to ensure development conforms to municipal and provincial policy, occurs in such a way that meets the goals and objectives of the County, and takes into consideration the effects of development on the social, economic and natural environments.
Burn permits are required for all open air, non-recreational fires. In order to receive a Burn Permit, specific requirements must be met (consult the Open-Air Burn Bylaw for full details).
To obtain your permit, use the online application form. Due to reduced service levels during the COVID-19 Stay-at-home order, delays may be experienced with permit processing.

In case of a water leak where the water has not re-entered the sanitary sewer system, it is reasonable to consider a rebate for the wastewater portion of the bill (provided certain criteria is met). Read the Wastewater Consumption Charge Rebate information sheet to learn more and access the application form.
Marriage licence applications can be accessed online or at any County office.
Community groups will be required to submit a request for a flag raising at least four weeks prior to the date, along with a brief description of the nature of the flag raising. Please review the Flag Protocol Policy prior to submitting your request to ensure you meet the criteria.
Flags will be flown for one week, with the possibility of a longer timeframe where other requests have not been submitted. Requests will be confirmed on a first come, first served basis.
