Council Information

Haldimand County Council meets to address the business of the County on a 3-week cycle, with the exception of a recess in July. Meetings can be watched in person or live-streamed from any device with an internet connection.

Haldimand County operates under the Council in Committee System, which provides an opportunity for matters to be considered in a less formal, committee framework where resulting recommendations are passed on to the Council meeting for ratification. The committee agenda is structured according to Business Divisions which reflect the organizational structure of the County. Meetings are scheduled on a 3-week cycle.

Council in Committee meetings are held at 9:30 a.m. on the Tuesday prior to the scheduled Council meeting.

Delegation requests should only concern municipal matters that require a decision or support from Council. Delegation requests regarding operational or administrative matters will be directed to staff for resolution.

Any person may make a request to speak at a Council in Committee meeting, regarding a matter as outlined above, as follows:

  1. Public initiated business: By giving written notice to the Clerk by twelve o’clock (12:00 p.m.) noon, at least six (6) days prior to the desired Meeting date.
  2. County initiated business that is listed on the published meeting agenda: By giving written notice to the Clerk by noon on the day prior to the Meeting.

In all cases, a written brief outlining the subject matter of the delegate’s presentation shall be provided to the Clerk at the time of the request to appear and will be distributed to Council to form part of the public record of the proceedings.

Any presentation material (including electronic) to be used as part of the delegation, must be submitted to the Clerk by noon on the day prior to the Council in Committee meeting.

Please ensure that your name (printed clearly) and contact information (address, telephone number or e-mail address) are included.

Any person who has appeared before Council in Committee and who wishes to present new information at a Council meeting shall:

  • Give written notice to the Clerk by twelve o’clock (12:00 p.m.) noon, at least five (5) days prior to the Council Meeting, in order to be included on the agenda;
  • Include a written brief outlining the new information to be presented, which will form part of the public record of the proceedings.

In the case of extenuating circumstances, Council may, by a majority vote, permit a person to appear as a delegation who does not appear on the agenda or who has not appeared before a Committee.

Delegations shall be permitted to speak not more than ten (10) minutes in total per person, per group, or per organization.
