The Haldimand County Administration Building is open to general customer service walk-ins, however, some services require an appointment.

A list of service impacts and online/alternate service options can be found below, as well as key contacts for specific divisions. You can also call 905-318-5932 to confirm whether you require an appointment.

Accounts Receivable

Accounts receivable can be paid:

  1. Through your financial institution by adding ‘Haldimand County Accounts Rec.’ as a payee (online banking)
  2. Online using Visa or MasterCard (a non-refundable fee of 1.75% will be charged by Paymentus)

Bulk Water

You can pay your Bulk Water account:

  1. Through your financial institution by adding ‘Haldimand County Accounts Rec.’ as a payee (online banking)
  2. Online using Visa or MasterCard (a non-refundable fee of 1.75% will be charged by Paymentus)

Bulk water account applications are available at the Haldimand County Administration Building located at 53 Thorburn Street South, Cayuga. Please call Haldimand County Customer Service at 905-318-5932 for more information. Applicants will be required to provide their Driver’s Licence information and pay an activation fee.

Council Meetings

Council meetings are currently running as scheduled, however, they are being conducted virtually.

Facility Bookings

Kennel Licences

Kennel license applications may be requested by calling 905-318-5932 or e-mailing info@haldimandcounty.on.ca.

Completed applications with payment (cheque) may be mailed to the Administration Building or deposited in the building’s secure drop box off of Chippewa St.

Lottery Licences

Lottery licence applications may be downloaded from the Haldimand County website at HaldimandCounty.ca/licences. You can contact our Licensing team for assistance.

Marriage Licences

Appointments are required for marriage licence consults at this time. Please contact licences@haldimandcounty.on.ca or visit the Marriage Licence page for more information, including application requirements.

Please note that we are not offering civil ceremonies until further notice.

In-person Planning services, including plan reviews or meetings with planning staff, are currently available by appointment only. To get in touch with a staff member in Planning, call 905-318-5932 or e-mail the Planning team.

Planning applications and related documentation may be submitted:

  3. In person, by depositing an envelope with completed forms to the Haldimand County Administration Building building’s secure drop box (off of Chippewa St.) Ensure your envelope is addressed to Haldimand County Planning & Development.

Planning fee payment options:

1. Pay through your financial institution for bill payments by adding payee “Haldimand County Accounts Receivable”.  When prompted for an account number please use PLNG1234. Please send an email to accountsreceivable@haldimandcounty.on.ca to advise of your payment.

2. Credit card payments can be made online through Paymentus, on our website. Use account number PLNG1234. Transactions through Paymentus are subject to a transaction fee of 1.75% from Paymentus, paid by the person doing the transaction.

3. Mail a cheque (made payable to HALDIMAND COUNTY) addressed to the Planning & Development Division, or leave it in the Dropbox off of Chippewa Street (HCAB).

Property Tax Payments

You can pay your property taxes:

      1. Through your financial institution – in-person, at the ATM, via phone banking, or online banking by adding ‘Haldimand County Taxes’ as a payee.
      2. Online using Visa or MasterCard (a non-refundable fee of 1.75% will be charged by Paymentus)
      3. By setting up a Pre-Authorized Payment Plan (PAP).

Bid submissions are accepted electronically via the bids&tenders platform.

Building Permits

Building permit applications, zoning verifications, related documents and information about the permit and inspection process are available at HaldimandCounty.ca/building-services.

Building & plumbing inspections can be requested at buildinginspections@haldimandcounty.on.ca.

Permit fee payment options:

  1. Pay through your financial institution for bill payments by adding payee “Haldimand County Accounts Receivable”. When prompted for an account number please use the 8 digit permit number provided by the building inspector, then send an email to: accountsreceivable@haldimandcounty.on.ca to advise of your payment.
  2. Credit card payments can be made online through Paymentus, on our website. Please use the 8 digit permit number provided by the building inspector as the account number. Transactions through Paymentus are subject to a transaction fee of 1.75% from Paymentus, paid by the person doing the transaction.
  3. Mail a cheque addressed to the Building Division, or leave it in the Dropbox off of Chippewa Street (HCAB)
    *We do not accept electronic funds transfers.

Burn Permits

Burn permits are required for all open air, non-recreational fires. In order to receive a burn permit, specific requirements must be met (consult the Open-Air Burn Bylaw for full details).

Burn permits are only issued during the calendar year for which they are valid. Permits are issued for the duration of the calendar year (e.g. 2021) regardless of the date the application is submitted.

To obtain your permit, use the online application form. Once your application is approved, you will be e-mailed a copy of your permit.

NOTE: Complaints and fire responses to addresses conducting open air burning without a proper permit will be found in contravention of Haldimand County By-Law 1662-16 and may be subject to enforcement including fines and cost recovery for services.

Dog Licences

Dog licenses may be purchased or renewed online through the Welland SPCA’s website.

Garbage & recycling

  • There are no impacts to garbage & recycling curbside collection and the service is continuing as usual.
  • The Canborough Waste Management Facility remains open to the public, however, only credit and debit card payments will be accepted until further notice.
  • The Re-Use program bin will be temporarily unavailable during the province-wide stay at home order.

Marriage Ceremonies

We will not be scheduling civil marriage ceremonies until further notice. Visit the Marriage Ceremonies page for more information or contact a member of our Licensing Team.

Parking Ticket Payments

You can pay your parking ticket:

  1. Online within 30 days of the ticket being issued. The relevant online form must be filled out for the payment to be credited to the ticket.
  2. By mail, using an envelope with sufficient postage affixed, with a cheque or money order made payable to HALDIMAND COUNTY in the appropriate amount to: Haldimand County By-law Division

Ensure that you include your ticket in the envelope along with your payment.

  1. In person at the customer service desk or by depositing an envelope with your ticket and payment (cheque or money order) to the Haldimand County Administration Building building’s secure drop box (off of Chippewa St.) Ensure your envelope is addressed to Haldimand County By-Law Division.

POA Payments/Notice of Intention to Appear

For POA-related matters, call 905-772-3327 or e-mail POA staff.

Payments/dropoffs:

  • Payments can be made at the POA counter during business hours.
  • Provincial Offences Act tickets and Notices of Fine/Due Dates may be paid online using Visa or Mastercard at paytickets.ca.
  • POA fines and Notices of Intention to Appear can be mailed to the Haldimand County Administration Building (53 Thorburn St. S) addressed to the attention of Provincial Offences Act staff, or deposited in the administration building’s secure Drop Box off of Chippewa St.

Programming

All in-person programming has been put on hold until further notice.

Haldimand County Public Library and Haldimand Museums continue to offer virtual programming.

Tax Certificates

You can request a tax certificate by calling 905-318-5932, e-mailing info@haldimandcounty.on.ca. Please note the current fee for processing Tax Certificates.

County facilities: what’s open & what’s closed

  • The Haldimand County Administration Building is open to general customer service walk-ins. Some services – like planning and licensing – currently require an appointment. Check the ‘County Service Information’ tab or call Haldimand County Customer Service at 905-318-5932 to confirm whether you require an appointment.
    Note: Many municipal services do not require an in-person visit to the Administration Building! You can find a list of alternate service options on the ‘County Service Information‘ tab on this page.
  • The Canborough Waste Management Facility is open.
  • Dunnville, Cayuga, Hagersville and Caledonia arenas are open.
  • All library branches are open. Contactless curbside pickup is still available, and staff can assist via phone or e-mail. For full details on library services and hours, visit the Library website.
  • The Heritage Centre and Edinburgh Square Heritage and Cultural Centre are open. Wilson MacDonald Memorial School Museum will be closed until further notice. For information on virtual programming and exhibits, visit the Heritage & Culture page.

  • All trails and parks are open.
  • Playgrounds are open.
  • Pavilions are open.
  • Municipal beaches and piers are open.

Boat launches

  • All municipal boat launches are closed.

Sporting fields/courts

  • All public tennis and pickleball courts are open.
  • All skate/BMX parks are open except Hagersville Skate Park.
  • Lafortune Park Disc Golf course is open.
  • Baseball diamonds are open.

When you are out enjoying these public spaces, please comply with current public health orders and maintain physical distancing at all times. Team sports are currently not permitted under provincial stay-at-home orders. Violations of public health orders may be reported to the COVID-19 enforcement hotline at 519-428-8019.
