Haldimand County Official Plan Update

NOTICE OF PASSING

On Tuesday, June 28, 2021, Haldimand County Council passed By-law No. 1234-HC/21. Staff report PDD-40-2021 related to Phase 1 of the County’s Official Plan Update and provides a summary of the final proposed direction for the growth needs for Haldimand County and the associated Official Plan Amendment for land supply within the municipality’s six urban areas.

Haldimand County’s Official Plan Update will occur in two phases:

Phase 1: Growth Plan Conformity

NOTICE OF PUBLIC CONSULTATION WORKSHOP

A Public Consultation Workshop was held on Jun 23rd as part of Phase 2 of the Official Plan Update. This next workshop is a continuation of Phase 2. The focus of this workshop was to address the following topics within Phase 2: Rural and Agricultural Policies, Hamlets and Resort Residential Node Boundaries; Industrial and Commercial Policies; and Aggregate Resources.

February 9, 2021 – General Amendment to Haldimand County Official Plan for Phase 1 of Update to Council in Committee
Haldimand County held a Statutory Public Meeting on February 9, 2021 pursuant to Section 34 of the Planning Act, R.S.O. 1990, C.P. 13, as amended, and presented a staff report outlining the proposed amendments to the Haldimand County Official Plan, to address growth strategy options and changes to the boundary areas of Caledonia, Hagersville, Jarvis, Townsend and Dunnville (no changes are proposed for Cayuga).

May 13, 2021 – Public Consultation Workshop (Topic 1 – Natural Heritage & Hazards)

June 23, 2021 – Public Consultation Workshop Phase 2 The focus of this workshop was to address the following topics within Phase 2: Community Building; Leisure, Culture & Heritage; and Health & Social Services. Upon registration, a brief questionnaire was conducted to select the topics that meant the most to the pubic, and helped shape the discussion.

Official Plan Amendment to Council, then to the Province for approval

The Haldimand County Official Plan contains goals, objectives and policies that manage and direct physical change and its effects on the social, economic and natural environment of the County. It guides the installation of public infrastructure and the County’s zoning bylaws that development approvals must conform to.

The Planning Act requires that the County’s Official Plan be brought into conformity with the “A Place to Grow: Growth Plan for the Greater Golden Horseshoe” plan that was approved by the Province in May, 2019. The deadline for municipalities to update their Official Plans to conform to the new Growth Plan is July 1, 2022.

What is the Official Plan?

The Official Plan is a document adopted under the Planning Act that contains goals, objectives and policies to manage and direct physical change, and its effects on the social, economic and natural environments of the municipality. The current Haldimand Official Plan guides and directs the development of land to 2031. The Zoning Bylaw and the installation of major public infrastructure must conform to the policies of the Official Plan.

Why the change?
The Official Plan was approved by County Council in 2006 and by the Province in 2009, and there have been over 50 amendments to the Plan. The Official Plan must conform to the Province’s policy-led planning system, which governs land use planning in Ontario. All decisions relating to land use and the creation of development regulations stem from the provincial and local policy frameworks, updated every 5 years. These include the Planning Act, the Provincial Policy Statement and the various Provincial Plans (e.g. Growth Plan). In recent years, there have been significant changes to Ontario’s planning policies and as such, the Official Plan must be updated so that these changes can be applied in a manner that meets the conditions and context of the County. The updated Plan will guide growth and development over the next 25 years – to 2046.
